Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1of the Civil Service Law.

Transfer: 

For a 52.6 and/or 70.1 transfer to an Auditor 2 (Municipal), SG-23, you must have one year of permanent competitive service in an approved title for transfer allocated to a SG-21 or above. 

If approved for transfer appointment, you must also meet the special requirements below:

  • A Bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, or taxation

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties

Audit and Technical Report Development
  • Edits, reviews and/or rewrites drafts of audit reports and audit-related documents and letters.
  • Provides feedback and recommended revisions to correct grammar, punctuation and spelling errors; ensure general readability and clarity of material; and ensure the content flows logically from start to finish.
  • Ensures that the style and tone of written material follows the OSC and LGSA Style Guides.
  • Ensures audit reports and audit-related documents and letters comply with Generally Accepted Government Auditing Standards (GAGAS) and Division policies as outlined in the Comprehensive Audit Manual.
  • Applies accounting and auditing knowledge to ensure audit reports accurately reflect all current statutes, regulations, governmental and municipal accounting and auditing standards and applicable guidelines.
  • As necessary, discusses report content with the appropriate regional auditor(s) to clarify issues and ensure all relevant audit finding information is included in the report.
  • Individually tracks performance measurement data for each assigned report and letter.
  • Proofs final copies of audit reports/letters and provides edits to the Publications and Web Services Unit.
  • Responds to report-related questions from regional office staff and members of the Executive Management Group (EMG).
  • Discusses assigned audit reports with the RDU Manager, Chief and other Division staff as needed.
Preparing/Editing Other Division Reports/Publications
  • Prepares and/or edits reports and other Division publications as needed. Such assignments may include:
  • Audits and Oversight section of the LGSA Annual Report
  • Fiscal Stress Monitoring System Report
  • Local Government Management Guides
  • Works collaboratively with other Division staff in the completion of assigned reports/publications.
  • Participates as requested in special projects within the Unit, Division or at an Agency-wide level impacting RDU. 
Assistance, Training and Communication
  • Uses accounting, auditing and editing knowledge to develop training and reference materials related to audit reports as requested. The training material should accurately reflect all current statutes, regulations, governmental and municipal accounting and auditing standards and applicable guidelines. Training material also should address issues faced by LGSA auditors while developing the audit report.
  • Provides periodic assistance to the Unit Manager by compiling and distributing weekly internal communications on reports to be processed/released.
  • Assists in miscellaneous related assignments which could include:
  • Preparing and/or reviewing executive correspondence.
  • Responding to requests for information on Services Branch audit activity (e.g., number of audits released, number of fraud audits performed, etc.).
  • Participating in other assignments that may be requested.
Supervision

Supervision of other staff is generally not required, but reviewing the work of others (Grade 18 up to the Deputy Comptroller) is necessary to ensure accuracy and appropriateness in our audit reports. 

Additional Information: 

This position can be assigned to the Central Office or any of the Regional Offices.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
